It was previously reported that the network was considering a television adaptation of Candice Bushnell's recent novel The Carrie Diaries.
A pilot episode has now been written and is in the final stages of being picked up, according to Entertainment Weekly.
If it receives a series commission, the Sex and the City prequel could premiere as early as fall 2012.
Gossip Girl producers Josh Schwartz and Stephanie Savage will oversee the project, while Sex and the City writer and co-producer Amy B Harris is also involved.
Former Sex and the City writer and director Michael Patrick King recently told The Hollywood Reporter that he will not be involved with the prequel series.
"My Carrie Bradshaw started at 33, and I took her to 43," he explained. "I didn't even want to know who Carrie Bradshaw's parents were because I thought she only existed in Manhattan."
He continued: "For me, the idea of going backwards and making her less evolved... is something that I don't imagine doing."

Charlotte and Miranda aren't in the Carrie diaries, and Samantha is only in it i tiny amount. Carrie Diaries isn't set in New York, it's about Carrie at high school.
